Bank of England BNY Mellon University of Pennsylvania

Ed brings over 12 years of experience leading the delivery of national-scale digital capabilities for the UK. Most recently, he served as a Principal Architect at the Bank of England, where he helped shape the technical architecture for the UK's Digital Pound initiative.

Prior to the Bank, Ed spent nine years leading digital capabilities programs across the UK government. His work on cybersecurity and digital transformation for the government digital estate earned him recognition from the Cabinet Office for innovation in government services. Ed also co-founded the NCA's Cyber Choices program, which helped re-shape the UK's approach to cybercrime prevention and response.

Ed holds a Masters in Electrical Engineering from the University of Cambridge, and spent time as a researcher and lecturer at the University of Pennsylvania, where his research focused on secure distributed computing systems. He continues to publish in leading academic journals on topics including post-quantum cryptography and privacy-preserving payment systems.

"This is the moment to rethink digital payments for the UK - and build a system that's not just cheaper and fairer, but sets a new standard for consumers and businesses. The UK is a global leader in fintech; it's time our payments infrastructure reflected that."
